Help my friend find a professor to help him recieve his doctrate?

I have a friend living in Tunisia (small city in africa) he is very intelligent and really in desperate need fo finding a professor to host him so he can study and recieve his doctrate in computer science the professor he was working with can not provide proper funding for him to continue his studies ..Please can someone help him to find a funding university or professor to help someone who is actually willing to learn more then anything else or maybe someone might know of a useful website ..Please if you can help it would be greatly appreciated.
