Why majority of Chinese scholars choose to publish their "research" papers in some obscure journals?

Instead of striving to publish their work in well known international journals, most of Chinese authors have their so called "research papers" published in countries like Egypt, Tunisia and Turkey. Why does it happen? Does their "research" paper lack the depth to be published in international journals of repute?
