Should I Tell Him or Just Wait it Out?

I've been talking to this guy I'll call "A" since the beginning of April. He just got back from Iraq, and a couple of days ago I met him for the first time, but it didn't feel like it at all! It was kind of like I'd known him forever, and it was just so natural. We have lots of chemistry, and I'm 99.9% sure he likes me. I like him A LOT. I'm going to see him again on the fourth of July, and I want to tell him. Usually, if I like someone (and this doesn't happen often, only happened four times in my life, this being the fourth time) and I know I can attain them, I am very objective and tell that person. Normally it works out for the best, but I really don't want to mess this up with A. I don't know if I should do the traditional let him come to me, or me just tell him, because I'm ready to get the ball rolling. There is no way I can just be friends with him. So what do you guys think?
