What does resided mean?

me and my bf want to marry in tunisia, when i look up what i need to take with me, documents etc, i keep coming across the same thing... 'resided in tunisia for a clear 21 days' does that mean i need to have visited and stayed in tunisia for that amount of time before i can marry out there with the rest of my documents? if so how do i prove i have been out there and stayed for 21 days or more? (i have never lived out there with my bf, it has just been holidays throughout the year) i am very confused please help me! x
